The Blizzard is a catastrophe where snow and frost appear near the epicenter of the event.
During the Blizzard, there is dynamic switching of weather that signifies the events of it. It can still happen even if the city is not in winter mode, and a non-winter city will be set in winter during the duration of the event. It cannot happen naturally.
The Blizzard can destroy houses and tiles. It will also spawn snow tiles that will take a long time to disappear and roads may be frosted, significantly reducing the speed of the cars in it.
