Ranks Replacement

I wanted to replace the damn names and numbers of the city points of the ranks. @KoalaGuy created an obsolete plug-in: https://theotown.com/forum/viewtopic.php?f=73&t=3375. I used "override":true to replace, but it didn't work! How to replace those ranks?
