Waste to power is in plans and waste radius is unlimited.

Waste radius is NOT unlimited. It has a small, limited radius where people stop throwing garbage on the streets, but not cleaning it up. You need to send garbage trucks to clean up garbage all across the city, even within the radius.

I have a colossal map and het I dont encounter such problems. They do have unlimited radius. Maybe you didnt updated your theotown.
