This idea already suggested by someone.
But i will improve it.
Industrial building will produce a production for send to commercial building for increase happiness. Or send them to another region for increase more profit. Some industrial building have different product:

Level 1 production:
-Raw oil (+2T/Shipment or 85T/Stock)
-Biscuit (+3T/Shipment or 92T/Stock)
-Low quality goods (+15T/Shipment or 150T/Stock)
-Furnace (+12T/Shipment or 125T/Stock)
-Raw ore (+30T/Shipment or 215T/Stock)
-Staples (+28T/Shipment or 190T/Stock)
-Cardbox (+10T/Shipment or 99T/Stock)

Level 2 production:
-Gas (+8T/Shipment or 96T/Stock)
-Medium quality goods (+35T/Shipment or 415T/Stock)
-Furniture (+38T/Shipment or 400T/Stock)
-Car parts (+100T/Shipment or 1250T/Stock)
-Chemical (+20T/Shipment or 355T/Stock)
-Oil (+140T/Shipment or 670T/Stock)

Level 3 production:
-Pharmaceutical (+50T/Shipment or 600T/Stock)
-High quality goods (+100T/Shipment or 1290T/Stock)
-Cars (+800T/Shipment or 6000T/Stock)
-Superconductor (+450T/Shipment or 2200T/Stock)
-Fuel oil (+200T/Shipment or 1840T/Stock)
-Wireless Fidelity (+180T/shipment or +1750T/Stock

NOTE:
-Shipment means:
Send some freight to Commercial building
-Stock means:
Send some freight to region

I like the suggestion but you have to remake Theotown into a new game mode, which would take time and resources which is not available. Its a great idea but not really practical for now.

The current system is enough. Would take time, and would not be fitting in the game.

Or maybe add this one:
Industrial freight
Pro:
Incerase happines and make commercial building grow faster.
Con:
Commercial won't grow when they don't enough freight (Supply) or maybe commercial building will close the business (abandoned)
