What are your settings for traffic level?

Anything over about 2x crowds out your own cars from spawning.

It works fine, I don't see the Problem.

Actually, your own cars have a higher priority for path calculation than normal cars. So if they don't spawn anymore it means that the car system is overloaded in general...
