How about .rar files? does that count as file.php when you download it too? Or how about the non-compressed files, through private message, would that work?

With all due respect, what good is a volcano as a park if you can't go near it because of pollution?

Parks, as well as other public buildings have this special property that they can't have a road built over them to remove them like with decorations or RCI.
