I have found a 100% Happiness, 100% of the time, City Layout.
(Although it is very impractical in anything other than Sandbox since it uses lategame items, and the Parks get very expensive after a while.)
[PS: The only plugin this setup used is the Modular Parks Plugin Pack.]
