How was theotown built

So I have a question what coding language, or game engine was theotown built on?
I have recently started to make a car video game but I have been fed up with blender and unity so then I realized that I love city building games and I would love to make one but I don't know where to start. I am sorry if it feels strange or if it was bad asking it here but I would really like to know how.
