I would like to suggest a court/judicial system in TT, where there are courts to judge people according to the law.

Maybe a court building which functions as management and also increases safety of the city.

Edit: I'd probably made a mistake earlier lol

does the number of bus stop have any effect to the bus routes(how exactly bus system work?).

i think if a route have effective bus stops it should give bonus tickets to the route.

The truth is that the one that gives more tickets is the latest. For example, the red bus at level 61 gives the same tickets as a violet bus of level 50.
I made lines that have as many as 86 stops and it does not change at all.

How about modular war-/ships?
Like that mdk's racetrack, but placed on water and it looks like a ship?

Not quite...
...but you can allways add some millitary deco to make it kinda like a checkpoint...
