The "Needs..." need to be "needs..." in the .json file.

You may not notice any ill effect because they are all the defaults, but I believe the "Needs..." are ignored because they start in upper case.

yeah i didn't notice it until later. and i was wondering why it kept needing water even though i wrote "need water":false, thx for the info :bc

also i encountered 2 issues in the first json file. 1- i tried to add smoke but didn't work. 2- i wanted this mine to be level 2 industrial with 700 workers but the game decided to use it as level 1 with 5000 workers and i'm almost sure that i did everything correctly in the json file. any explanation for this?

2. Change the level and the workers in the .json file

And, "need water" means that it needs the water in the land section. Put "water": 0 instead for it not to need water.

"workers" if not given is determined by the graphics size and 8x8 is as big as it can go.

Image corrected for no overlap of other tiles.  Lost the tower.  Red correction border may be replaced with adjacent color.  Added slight ground at right corner.

You don't need to unzip the file anymore to get it to work.
