Us players have been suggesting for awhile now to have the ability to enable or disable plug-ins. My idea on how to implement this.
Allow us to have multiple plug-in folders (the folder called "plugins" that holds all of the plug-ins) and give us the option to choose which folder a city will use. Maybe it could look like this:
If you don't want the city to use plug-ins put "none" in the slot instead. Also, if this is added I think the default should be to use the folder "plugins" and not "none"

Plugins are loaded application wide and not only for a specific city. Due to the complexity of plugins they cannot just be swapped out during runtime (e.g. because of override functionality).
