Woah, there's no need to make fishing illegal since by doing so, you'll kill basically half of a country's economy. I suggest that we take steps in monitoring fishing and catch illegal fishermen and pirates.

Woah, there's no need to make fishing illegal since by doing so, you'll kill basically half of a country's economy. I suggest that we take steps in monitoring fishing and catch illegal fishermen and pirates.
Also, fishing will be technically illegal if it's outside the EEZ. However since it's in the EEZ, the country has sole and legitimate rights to say whether fishing is legal there or not

Well, I want some areas of the reef ( international areas ) to be not allowed for fishing, other areas will be regulated by upcoming laws from states that own the EEZ

International areas are illegal to be fished by fishermen since it will be a violation of international sea law. And about the upcoming laws, will the states decide on what laws they want to have on this matter?

Well, that's already illegal fishing if using explosives. But you can't ban nets, that would be completely illogical.

Yes they will decide but UN will impose 2 laws to each states that own parts of the reef :

Explosives and net banned ( it would heavily damage the reef ) ( especially the net wich totally destroy coral ) ( I think net could be used in some regulated areas )
Shark, whale, dolphins, orcas hunting wont be allowed

Some practices that Rhinestone is using ...And the Philippines irl is that nets with small holes should not be used as much. Except when catching small fish. By having medium sized or large holes in the net, the young captured by the nets will be able to escape.

Again, explosives are already illegal in terms of fishing but I will repeat, you can't ban nets. How do you expect countries to supply the world's food needs when you prohibit the use of nets.

Also, save the turtles!

The problem is that nets ( even if holes are larges ) drain the coral and destroy thoses, we should add a limitation for net sizes

Turtle fishing will also be illegal, I suggest a new organisation for Oceanic and aquatic safety to be created

(Bryant, et al, 1998). Often, fishing nets left as debris can be problematic in areas of wave disturbance. In shallow water, live corals become entangled in these nets and are torn away from their bases (Coles, 1996). In addition anchors dropped from fishing vessels onto reefs can break and destroy coral colonies (Bryant, et al, 1998).

Adding a limitation for net sizes would cause the world food supply to drop. People need to eat and have fish as well. I suggest these propositions:

Overfishing be monitored by the state.
UN will conduct freedom of navigation exercises in international waters
Fishing of any endangered species or threatened species should be illegal.

Also, a new organization for oceanic and aquatic safety is not needed. The UN is already good enough.

Except we cannot ban nets altogether. We should educate the fishermen to practice eco friendly fishing. Fishing is commonly a livelihood for poor people. If we take away their nets, they won't be able to sustain their living since they need to find other ways to fish. Creating a boat which can catch fish through a basin would be good, however only the rich would benefit and we would have another problem on our hands concerning poor people.

UHAE would likely suggest to create fishes breeding area.
And well ... we already have a coral reef in atlantean territories of earth where fishing is totally illegal, there, local population of fishes and corals went ×3 .
Plus trawling is not a good practice in the long run
