It is fair, because if we have simple questions people could just guess, this is actually fairly normal.
Because if they fail they can get a message saying

Oops! You didn't pass the test. You can try again, but not yet! You can try again in ONE hour.

This is to prevent people that are spamming to think about their actions before they try again.
