Welcome. If you want, you can learn to do plugins, i.e. add your own building to the game. Just go to tutorials and documentation and lurk there. Just do it small and simple and when you are confident enough do it bigger and complex.

Or you could just roleplay and participate in smalltalk and maybe suggest something new like buildings, roads and others. If your suggestion makes sense, is implementable or seems reasonable maybe plugin makers will be interested to do a building based on your suggestion.

However, this is guidelines of plugin making:
1.Do not copyright something without permission unless given explicit permission, please ask them first and inform of the changes you made to their plugin.
2. Some plugin makers allow use for their plugins from texture to code but only if you credit them for that.
3. It is considered rude to "push" plugin makers to do plugins for you. Remember, plugins are made for fun, experimentation and it is not monetized (unless Lobby does it but thats a different topic). Plugin makers do not owe any favors or requests to the receiver. E.g. do not tell the plugin makers, "hey you need to make this building please". Let the choice be ours to do.
4. Plugin making is a hobby, although some may consider plugin making to be their work. It can take hours or days to finish a plugin, unless they are really passionate or skillful at it. Please do not pressure plugin makers to finish their plugins, as this forces them to adhere to a deadline. Plugin making is a flexible time, so please respect plugin makers devotion of sacrificing time to make plugins. Remember, patience is a virtue.
5. Do not be afraid to ask for guidance from plugin masters, they may offer help in code and textures. But return the gratitude by crediting them once you finish your plugins by mentioning them.
6. Monetization: unfortunately plugin makers do plugins for free and they sacrifice time and effort making this. So be grateful that you get free plugins from them.
7. So you're interested making plugins? Just make sure to do small if you are not confident enough, quantity and quality do not matter (although you gotta accept criticism) the matter is if you feel like you want to add this building in the game nobody is stopping you (except mods in case the building is copyrighted), as long as you want to add functionality to an existing building or add a new building you are free to do so. The only skill you need is:
a. Imagination, lots of them.
b. Some inspiration, either real-life things or game related, as long as you do buildings inspired on them there is no problem with copyright infringement.
c. Isometric pixel art drawing skill.
d. Json coding.
e. Creativity.
f. Patience (you need it when debugging your json code).

DISCLAIMER
So does this mean I can do a Hitler statue or Nazi themed buildings?
Unfortunately, since the developer is German and Theotown is hosted in German site, you cannot do that. Do be culturally sensitive and try to refrain from doing it. You are free to do plugins as long as it does not break German laws governing this site. You probably can do it privately but you cannot host such things here. To be safe, try to post non-political plugins (I tried once with Trump statue and all hell breaks lose). Politics in this forum is confined to roleplay only.
