It would be cool if we could make plug-ins that would send us custom in-game messages after certain requirements have been met. The messages could also be random too so if a requirement is met it can pick from multiple messages. Some requirements could be:
-After a disaster
-Reaching a certain population or rank
-Building a certain building
-At specific dates
-After a certain amount of days

These are just a few examples.

If you build a plugin that requires something you can. You will get the notification to build it at the bottom when you unlock it. Include a message in the title, text, and id. Even in the plugin image. :)

Plugins allow you to put buildings of your own and others design in your cities.

For now I cannot do more than putting it on my todo list. I also like the idea, but the code wasn't designed to support it so that it will be a lot of work.
