AI shack towns/ squatter camps

Can a feature be added where the AI can spawn and grow shack towns on your map which will be noisy, polluted, fire danger and cause a lot of crime and look ugly. It will challenge you if a city is getting boring or needs some spicing up. B) :evil: :bb

how about scenarios?
example , you start in random city and you have to stop 50 fires , 15 crimes , build town hall etc..

Good ideas but I think these areas should expand and get worse if not stopped?

Meh,

It's a city-building game. Building up your city while trying to keep happiness up and traffic down is enough work, I wouldn't really find it fun to wait for 50 fires to happen :/
