When this shows up does that mean I'm out of space for plug-ins?

When I place those they do one of the following:
-Turn into water
-Build a corner of an IAP building
-invisible
-Sometimes a combination

When I scroll through I see random plug-in and IAP textures.

If you have your summer and winter roads stacked in one image, that would be why.

They were two separate images to begin with so I don't think that's the problem.
