I noticed that the flood did not work in the hinterland and near normal it floods what is wrong

Details:
The algorithm behind flooding prefers to flood tiles with lower height. In order to do so, we calculate a "flood this tile"-probability for all near tiles with the formula

I think I have the possible explanation. Do you remember the subject (disasters get stuck)? What happens is possibly consistent with this issue since when sometimes active this disaster the only thing that happened was the flashing edges and nothing happened but it became very strange so I generate a meteorite and it remained static in the sky making the sound Of this falling the same thing happened with the other disasters earthquake = sound to infinity. Tornado = this stays frozen makes the typical sound without damaging anything. Riot = it froze and stayed at the point of generation making the typical sound. But in the case where it did not occur if it worked away from the sea or areas with water
