How do I properly increase my population?

Matilda City's population was just 27,000. I didn't know how can I make zones be filled with buildings, most of the time the land space was just wasted because of T buildings. Any ideas how can I increase population? Also, Matilda City is on Giant Map, and almost 25% of the land is already occupied. I should get 100,000 or more people right?

lower the tax rate raise the happiness make low education and high education
Schools around your city and wait for the residential demands to go up

Maybe you need to stabilise the RCIs, like R:C:I = 2:1:1

Try this
Everything they needed was in there: Only one thing: Matilda City is earning +10,000 income at 6.5% tax rate.

Maybe, because now Matilda City is earning +12,000 income at 5.5 tax rate...
