Did industrial always need parks or is it a new thing? I should know this but I do tend to overlook these types of things

In reality, some industrial areas tend to have parks or some place where workers can have free time. So in this case, either it is a bug or Lobby wanted to do something

Yes, higher level industries now prefer to have a park nearby.
