Tip on the lower bar (where the date, your money etc. stand). A window opens where you find a $-icon in the upper left corner of the screen. Tip on it. You find a screen where you can set the tax rates.

I absolutely love this game. Do you think that you can add a way for the townhall to collect more money?

You used hacks,it says right under the photo "TheoTown Hack Tools & Cheats Mod"
But why didn't you use sandbox mode? You have infinite money there too.

... It is getting better, but TheoTown still needs some more office-buildings. In this dark 2x2 building the people are working like slaves....but the money is not enough to live. ... the new cool stuff and pls make fires and crimes possible where if you don't have a fireman are police man in that are it gets destroyed and costs money too rebuild also pls keep the game free
