Upgrading buildings

I am in my school's library right now, so I can't exactly work on my plugin, but if you can advise me on how I can implement an upgrade system for, let's say, a religion building so that it can have education effects as well, I would greatly appreciate it. :)

Did as suggested. Added a small ceremony outside the church doors: an Eucharistic adoration led by a prelate. Also some lamp-posts.

I would place people outside; in fact, I plan on drawing a procession. Also, I considered making a seperate church and convent, but it did not fit a reasonable size (4×4), and settled on a 6×6. I made a graphic for a 2×2 pseudo-religious park.

For my first plugin design, I made a 2×2 park with a cross in the middle. The graphic is attached below. Now, I have three questions:

I do plan that, maybe south of the metro. I still worry about the traffic though, so I also distribute the commercial areas around residential ones.

Oh, to those curious why I named this "Troyesville", it is because I am a fan of Troye Sivan. I don't think anyone here knows him tbh.
In fact, the seed for this giant map is (for him.), which is a song of his. TheoTown crashed many times in the making of this map.
